President Trump urged Ukrainian President Zelensky to support a peace deal with Russia during an oval office meeting on Nov. 21. In a recorded address Zelensky had shown apprehension about the the 28-point plan which would limit the country's armed forces to 600,000 troops, enshrine permanent neutrality by pledging never to join NATO, and codify that ban in its own charter.
