Meanwhile in Oregon, pilots witnessed alarming flying objects, and lights over Capitol Hill sparked extraterrestrial concerns. Amid a rash of reports of car-size drones in New Jersey, White House national security council spokesman John Kirby said they are likely "manned aircraft that are being operated lawfully," such as small airplanes or helicopters.
