In the layers panel, create a bunch of new layers. Then go into the actual graphic and pin point where the buildings and other graphics are located that you want to animate. Select an entire group and move it to the new layer. Repeat this process until you have everything you want to animate. Then save your project as an illustrator document. Now import your graphic in After Effects and import as a composition. You’ll see that you have all your building layers. Before you animate them, adjust the anchor points with the pan behind tool.
