In this lecture, we will continue our exploration of the history of cyber conflict, focusing on state-sponsored or state-executed cyber incidents, intrusions, and attacks. From roughly 2005 to the present, we have seen tremendous growth in the involvement of states in cyber conflict. Jason Healey labels this period of time "militarization," because of the establishment and growth of military cyber organizations dedicated exclusively to conducting both offensive and defensive cyberspace operations. Russia, China, and the United States have developed extremely robust capabilities in cyberspace and have begun to utilize these capabilities across the globe. In this lecture, we will look at a number of incidents that have led to the establishment of new organizations, national policies, and international partnerships.
