The answer is No. You would need to remove the email address you want to use from the other LinkedIn Account first if the email address and LinkedIn account are yours. If the issue is your LinkedIn account was restricted by LinkedIn, you will need to contact LinkedIn help to see if they will remove the restriction i.e. give you the account back. If the issue is you can not recall the password, you can still access your account with that email address, by contacting LinkedIn help to validate you are the account holder and get the password reset for the account.
